Cool4theSummer continues into its second year

Harris County is no stranger to heat and humidity but rising summer temperatures have made disparities in safety and accessibility even more apparent. In the Harris/Fort Bend/Montgomery County region, heat-related illness led to an average of 18.3 emergency department visits per day in June 2025, increasing to 23 visits per day in June 2026. While extreme heat affects everyone, marginalized communities face the greatest risks.

To help address these challenges, Precinct 4 Forward launched the Cool 4 the Summer program, offering free portable air conditioning units to residents most vulnerable to extreme heat, seniors, low-income households, veterans, and individuals with disabilities. During the 2025 pilot summer, the program received 657 applications and distributed all 250 available units. Of those recipients, 88% were low-income, 54% were seniors, 33% were individuals with disabilities, and 8% were veterans. In 2026, Precinct 4 Forward expanded the program, providing 300 units to families and individuals in need.

This year, our partner Daikin Technologies also sponsored four mini-split units, providing stronger, more efficient cooling for households experiencing exceptional hardship. Through this partnership, we continue to grow our reach across Precinct 4, helping residents stay safe and resilient during Texas’ hottest months.
