Naina Magon brings over 25 years of experience in economic development, planning, and finance in both municipal government and consulting at the city, county, and regional levels. She has worked with public and private sector clients to facilitate new investment, drive development and revitalization efforts, and implement creative, actionable solutions—including the financing of public infrastructure and community projects.
Throughout her career, Naina has helped communities assess their economic conditions, identify opportunities, and develop strategic plans to promote growth and prosperity. By blending her expertise in planning and economic development with her background in development finance, she creates comprehensive, inclusive strategies that enhance community vitality and foster sustainable development.
As a Principal with Hawes Hill & Associates, Naina has played a key role in the creation and management of special districts, including Tax Increment Reinvestment Zones (TIRZs) and Municipal Management Districts, across the State of Texas. Her specialties include assessing existing conditions and needs, evaluating project feasibility, conducting financial analysis, structuring public-private partnerships, and guiding projects from concept to implementation.
Naina is also an experienced speaker and educator. She has presented at the Texas Economic Development Council Conference on the Creative Use of Tax Increment Financing and at the Texas Downtown Association on Bringing Ideas to Reality through Partnership, Local Finance, and Creative Thinking. In addition, she remains actively involved with the Council of Development Finance Agencies (CDFA) and has taught multiple courses on innovative public financing strategies to help communities achieve their goals.
